On a typical dive most sharks eat nothing at all — the bait sets the stage, and the animals do what they do.
The site is not a natural wilderness that tourism stumbled onto. The harbour was built in 2004, fish waste from the island’s traditional tuna fishery began accumulating there, and since about 2017 the spot has run as a dedicated tiger shark dive. That history matters for the ethics: this is a human-influenced aggregation from the start, which is exactly why the “is it natural?” framing some marketing uses is misleading.
A 2024 study in Scientific Reports (Vossgätter et al.) documents that Fuvahmulah’s Tiger Harbour formed after the harbour was built in 2004 and tuna-fishery waste accumulated there, becoming a tiger shark dive site from around 2017. The same study identified 239 individual tiger sharks between 2016 and 2023, roughly 84.5% female, and noted the Maldives has no laws or binding guidelines regulating provisioned shark dives.

The debate is not one-sided, and it is not settled. Here is the honest ledger — each common claim, the strongest evidence for it, and the strongest evidence against or the reason it remains uncertain.

Hammerschlag et al. (2012, Functional Ecology) used satellite telemetry to compare tiger sharks at a Bahamas provisioning site with tiger sharks off Florida, where feeding is illegal. Provisioning did not restrict the sharks’ movements or increase their site fidelity — the clearest species-matched evidence that baiting does not simply trap tiger sharks. A 2023 Scientific Reports study reached the same conclusion at a different site.
A 2015 study in PeerJ of whale shark provisioning at Oslob, Philippines, found the animals learned to arrive at the feeding site earlier over time and grew less likely to avoid divers — clear conditioning. It also found diver non-compliance with the 2 m minimum-distance rule rose from 79% in 2012 to 97% in 2014. It is the strongest cautionary case for how provisioning tourism can change animals and slip its own rules.
Marketing, activists, and the science: who is right?
Tourism marketing, activists, and the peer-reviewed papers each tell a different story about the same sharks, and they can be reconciled honestly.
Marketing says the tiger sharks are simply “resident” and “always here,” implying a natural gathering that diving merely observes. That is half true and half misleading. The residency is real and documented, but the aggregation exists in its current form because of the harbour and its food waste — it is human-shaped, not pristine.
Activists say feeding traps the sharks, makes them dependent, and trains them toward people. The evidence does not support the strong version of that for tiger sharks: the two studies that tested provisioning against tiger shark movement found no increase in site fidelity, and the Fiji bull shark work found bait supplements rather than replaces natural feeding.
The papers actually establish something in between. Fuvahmulah’s females show strong, genuine site fidelity — but the Vossgätter study attributes it to gestation and year-round warm water as well as the year-round food. In other words, the sharks are here for biological reasons that provisioning reinforces rather than manufactures. The honest reading is neither “untouched nature” nor “captive animals,” but a human-influenced aggregation of wild sharks that are still behaving like wild sharks.
A separate 2024 study in Frontiers in Marine Science (Sulikowski et al.) found embryos in 26 of 28 adult female tiger sharks scanned by submersible ultrasound at Fuvahmulah — evidence the site functions as a gestation ground. That biological pull, independent of bait, is a large part of why the females return, and why “the feeding is the only reason they’re here” overstates the case.
What the evidence does not settle
This is the part most pages skip, and it is the most important. Several central questions are genuinely open, and no responsible reading of the current science resolves them.
- Whether provisioning specifically raises Fuvahmulah’s site fidelity. The females are here for gestation, warm water, and food at once. No study has separated the bait’s effect from the biology, so we cannot say how much of the residency provisioning causes.
- Long-term health and ecological effects on this population. There is no published long-term health study of Fuvahmulah’s tiger sharks. Effects on body condition, stress, or the wider reef food web are unmeasured here, whatever has been found elsewhere.
- Whether the aggregation is net positive or negative for the population. The conservation-value argument (protection, research, attitude change) and the disturbance argument are both plausible, and the data to weigh them against each other does not yet exist.
- Whether a pregnant, female-biased aggregation is unusually sensitive. A site where most animals are gestating females could be more vulnerable to disturbance than a mixed one — or not. Nobody knows yet.
Anyone who resolves these for you — in either direction — is selling certainty the science hasn’t earned.
Is it legal, and is there a real code of conduct?
The tiger sharks are protected: the Maldives banned all shark fishing nationwide in 2010, turning the country into a shark sanctuary and making Fuvahmulah’s aggregation possible. Provisioned diving itself is legal. The gap is regulation of how the dive is run.
There is no confirmed island-wide or government code binding every operator. What exists are voluntary, operator-issued guidelines — the Fuvahmulah Scuba Club’s Guidelines for Ethical Diving at Tiger Shark Point (2025) is a published example — plus a 2024 review funded through the UK’s Blue Planet Fund, in which the Joint Nature Conservation Committee helped local authorities and operators develop shark-diving codes of conduct. That review is real and collaborative, but its codes are voluntary, not enforced law. Treat any operator who claims to follow an “official government code” with a raised eyebrow, and any operator who dismisses the question entirely with more caution still.
In 2010 the Maldives banned all shark fishing in its waters, a decision driven by evidence that live sharks were worth more to the economy than dead ones — shark diving is estimated to generate on the order of tens of millions of dollars a year for Maldivian communities. That economic logic is the single argument that has protected these animals best, and it is worth understanding as fragile: in 2025 the government moved to reopen a separate deep-water gulper shark fishery, which does not affect the tiger shark ban but shows protection is a policy choice, not a fixture.
How to dive it more responsibly
If you decide to go — and the conservation case is a reasonable basis for deciding to — the way you dive changes your impact. The habits that make you a lower-risk diver are the same ones that make you a lower-impact one.
- Choose an operator that follows a written code. Look for a single managed bait source, dark wetsuits, a stated no-touch and no-chase rule, capped dive times, and a low guide ratio — the published guidelines use one guide per four divers. An operator who runs to a code is making the ethical choice on your behalf.
- Keep the encounter on the animal’s terms. Don’t touch, don’t chase, don’t crowd the bait, and don’t try to steer a shark for a photo. Hold position and let the sharks decide the distance.
- Contribute to the science, not just the spectacle. Clear, well-lit ID photos of individual sharks, shared with local research, add to the catalogue that makes any future protection defensible.
- Reward honesty when you book. Ask an operator directly how they handle provisioning and safety. The good ones will give you a straight, slightly complicated answer — the same kind this page does.
When baited shark diving isn’t for you
If the idea of watching a wild predator drawn in by bait sits wrong with you even after reading the evidence, that is a coherent position, and there are gentler ways to experience Fuvahmulah’s marine life — pelagic thresher and manta encounters, reef dives, and the island’s other sites don’t rely on provisioning.
